As a Quickbloom DPS, Cyno has a large focus on Elemental Mastery to further increase his damage while on-field. This helps to make Ballad of the Fjords an amazing 4-star weapon option and only slightly worse than Staff of the Scarlet Sands when Ballad is at R5.
Electro DMG is better for Cyno's Goblet and CRIT is better for Cyno's circlet. However, Elemental Mastery artifacts with good substat rolls can end up being better for damage.
Furthermore, Cyno's artifact substats focus on Elemental Mastery to increase damage from both Hyperbloom DMG as well as the DMG increase from Authority Over the Nine Bows. ATK % is still good for Cyno with Quickbloom and helps to increase his overall DPS, just less important.

Staff of the Scarlet Sands and Ballad of the Fjords are still amazing weapons for Cyno shared with the Quickbloom build. Additionally, Thundering Fury is still a great artifact set for Cyno however the stat priorities have changed. Gladiator's Finale is instead a cheap yet powerful artifact set which you may already have good artifacts for. The ATK % buff obtained with the artifacts is great for Aggravate damage.
Energy Recharge Breakpoints for Cyno
Cyno generally wants no more than 140% Energy Recharge with a rough minimum of 120% when using Thundering Fury. The exact amounts can vary wildly depending on your team composition, amount of Electro characters in your party and how many party members are using Favonius Weapons.

Cyno's main role is that of an on-field DPS who will trigger the majority of the teams damage. Using the Elemental Bursts and Skills of your party to set up buffs and Elemental Reactions before Cyno makes the most of them.
Sacred Rite: Wolf's Swiftness is Cyno's Elemental Burst which converts attacks into Electro DMG while inside of his Pactsworn Pathclearer stance. You will lose this stance if you change party members.

Cyno's best Dendro pairing for Quickbloom is Nahida however, Traveler (Dendro) is a good alternate option. For Hyperbloom rections Yelan and Xingqiu are great options to easily apply lots of Hydro with Furina providing powerful DMG buffs but a little less Hydro.
