How to Obtain the Reins of the Quantum Courser Mount?
It is an extremely rare drop from Chrono-Lord Deios, the final boss of the mega-dungeon. The mega-dungeon is only available on Mythic Difficulty right now.
What Makes Reins of the Quantum Courser So Special?
As suggested by the tooltip, the Quantum Courser is not an actual mount. Instead, the item will get consumed and teach you a random dungeon mount from the past.
